BCBS Settlement Idaho — Blue Cross of Idaho & Regence BlueShield Payout Guide

Idaho is one of only a handful of states with two active Blue Cross Blue Shield licensees. Blue Cross of Idaho — an independent, not-for-profit mutual insurer founded in 1945 — is the state's largest health insurer, covering approximately 550,000 members. Regence BlueShield of Idaho — a Cambia Health Solutions subsidiary founded in 1946 — is the second BCBS licensee, serving approximately 350,000 Idaho members as of 2025.

Idaho residents enrolled in a plan from either Blue Cross of Idaho or Regence BlueShield of Idaho between February 7, 2008 and October 16, 2020 who filed a valid claim by November 5, 2021 are eligible for an individual payout. Distribution of payments began in May 2026.

However, Idaho also has meaningful competition from non-BCBS carriers including SelectHealth (Intermountain Health), PacificSource Health Plans, and employer self-insured plans administered by third parties. Idaho claimants can expect payouts in the mid range — lower than states like Alaska or West Virginia, but comparable to or above states like Colorado and Texas.

Idaho has two independent BCBS licensees. Blue Cross of Idaho is headquartered in Meridian, Idaho and operates as a not-for-profit mutual insurance company independent of any outside health system. It is Idaho's largest health insurer with approximately 550,000 members and has been operating in the state since 1945. Blue Cross of Idaho also administers the State of Idaho's self-funded employee health plan through the Office of Group Insurance (OGI).

Regence BlueShield of Idaho is a subsidiary of Cambia Health Solutions (formerly The Regence Group), a nonprofit health plan parent company that also operates Regence BlueCross BlueShield of Oregon, Regence BlueCross BlueShield of Utah, and Regence BlueShield (Washington). Regence BlueShield of Idaho serves approximately 350,000 members and is headquartered in Boise. Both carriers are independent licensees of the Blue Cross Blue Shield Association and were both named in the antitrust litigation. Claimants with either carrier's coverage during the class period may be eligible.

Idaho claimants who held Blue Cross of Idaho or Regence BlueShield of Idaho coverage and filed valid claims are included in the May 2026 distribution wave. Payments began May 11, 2026 and are issued by check or electronic transfer to the address on file with the Claims Administrator. Because Idaho has two BCBS licensees, claimants who had coverage from both carriers at different points during the class period should have been able to list both on their claim forms — the Claims Administrator aggregated premium data across all BCBS plans nationally.

• State of Idaho self-funded employee health plan (OGI) — The Office of Group Insurance (OGI) administers the State of Idaho's health benefits for state employees, which is explicitly a self-funded government account and is administered by Blue Cross of Idaho. Because the State of Idaho is the plan sponsor, this is a government account excluded from the settlement regardless of the BCBS administrator.
• State university self-funded plans — The University of Idaho, Boise State University, Idaho State University, and other state institutions may administer self-funded plans as quasi-government accounts. Individual employees at these institutions should verify their specific plan structure at bcbssettlement.com.
• Medicaid / Idaho Smiles — Idaho Medicaid (including CHIP) is a government program and is not eligible for the settlement.
• SelectHealth and PacificSource enrollees — SelectHealth (Intermountain) and PacificSource are not BCBS licensees. Members covered exclusively by these carriers during the class period have no claim in this settlement.
• Federal Employee Program (FEP) — Federal employees and retirees in Idaho covered under the Blue Cross Blue Shield Federal Employee Program are excluded as federal government accounts.
• Medicare Advantage plans — Medicare-based plans from either BCBS carrier are outside the commercial insurance class period and are not eligible.
