Illinois is one of the largest BCBS markets in the country by total enrollment. Blue Cross Blue Shield of Illinois (BCBSIL) — operated under Health Care Service Corporation (HCSC) — covered millions of Illinois residents during the 2008–2020 class period.

Illinois sits in the mid-tier multiplier band: solid but not exceptional payouts compared to high-dominance states like Michigan or Alabama, but well above low-multiplier coastal states.

Illinois Payout Range — What to Expect

Illinois Tier-1 individual claimants with 10+ years of continuous BCBSIL coverage typically receive $700–$1,100. Longer coverage and higher premiums push toward the $1,200 upper bound. Newer or partial-period coverage clusters in the $400–$600 range.

Chicago-area BCBSIL group plans for small/mid-size businesses (Tier 3) routinely receive five-figure payouts based on group size × premium aggregate × duration.

BCBSIL — Health Care Service Corporation

BCBSIL is one of five state plans operated by Health Care Service Corporation (HCSC), the largest customer-owned health insurance company in the US. The HCSC family also includes BCBS of Texas, Montana, New Mexico, and Oklahoma. If you held coverage in any HCSC state during 2008–2020, your claim flows through the same Subscriber settlement.

Illinois 2026 Distribution Status

Illinois claimants are in the standard Tier-1 wave: prepaid debit cards since May 19, 2026; paper checks late May through July. Local NBC Chicago first reported on the distributions in February 2026 — earlier than most outlets in the country.

Illinois-Specific Exclusions

  • State of Illinois employee plans (CMS Quality Health Plan) administered through BCBSIL but separately funded may be excluded — check your specific benefits booklet.
  • Illinois Medicaid Managed Care plans through BCBSIL are excluded.
  • Federal Employee Program (FEP) BCBS coverage is a separate carve-out.

I had HMO Illinois (BCBSIL HMO) — does it qualify?

Yes, HMO Illinois is part of BCBSIL's commercial offerings during the class period and qualifies for the Subscriber settlement.

I work for the State of Illinois — does my CMS plan qualify?

Generally no. The State of Illinois Group Insurance Program is self-insured (BCBSIL acts as administrator only), which excludes it from the Subscriber damages portion.

I lived in multiple HCSC states (IL + TX) during the period — do they combine?

Yes. HCSC coverage in IL, TX, MT, NM, OK during the class period all stack to the same total points calculation. Submit all years for full credit.

When will Illinois distributions be complete?

Tier-1 (individual): late July 2026 for the bulk. Tier-2 (employee): October-November 2026. Tier-3 (employer): Q4 2026 through Q1 2027.

Are there Illinois-specific scams to watch?

Same scam patterns nationwide. Illinois residents have been targeted by phishing emails impersonating BCBSIL specifically — verify any communication came from @bcbssettlement.com (the official administrator domain), not @bcbsil.com email variants.
