Key Findings: Chicago Police Misconduct Data
Chicago’s police misconduct settlement costs are extraordinary both in absolute terms and on a per-case basis. The city’s 4,974 settlements totaling $1.16B produce an average payout of $232K — more than 3x the NYC average of $68K per police misconduct case.
The median of $9K is significantly lower than the average, indicating extreme right-skew: a relatively small number of million-dollar-plus settlements drive the average far above what most individual claimants receive. This pattern is consistent with police misconduct litigation where wrongful conviction and officer-involved shooting cases produce very large payouts.
On a per-capita basis, Chicago’s police settlement costs are among the highest in the nation. With a population of approximately 2.7 million, the city has paid roughly $428 per resident in police misconduct settlements — a significant burden on city finances.
High-profile cases have driven much of the cost. The Laquan McDonald shooting settlement ($5M, paid before the dashcam video was released), the Jon Burge torture cases (which collectively cost the city over $100M in settlements and reparations), and numerous wrongful conviction exonerations have all contributed to the total.
