BCBS Settlement Idaho — Blue Cross of Idaho & Regence BlueShield Payout Guide

Idaho has two BCBS licensees: Blue Cross of Idaho (independent, ~550,000 members) and Regence BlueShield of Idaho (Cambia Health Solutions, ~350,000 members). Together they cover an estimated 50%+ of Idaho's insured market. Idaho claimants with either carrier fall in the mid range of the $2.67B settlement.

Idaho is one of only a handful of states with two active Blue Cross Blue Shield licensees. Blue Cross of Idaho — an independent, not-for-profit mutual insurer founded in 1945 — is the state's largest health insurer, covering approximately 550,000 members. Regence BlueShield of Idaho — a Cambia Health Solutions subsidiary founded in 1946 — is the second BCBS licensee, serving approximately 350,000 Idaho members as of 2025.

Idaho residents enrolled in a plan from either Blue Cross of Idaho or Regence BlueShield of Idaho between February 7, 2008 and October 16, 2020 who filed a valid claim by November 5, 2021 are eligible for a Tier 1 individual payout. Employer groups with premium contributions fall under Tier 2. Large self-funded employer accounts (excluding government accounts) may qualify for Tier 3. Distribution of payments began in May 2026.

Why Idaho Payouts Are in the Mid Range

Idaho's dual-licensee structure is the primary reason its settlement multiplier lands in the mid tier rather than the upper tier. When two BCBS plans operate in the same state — both subject to the Association's alleged market-allocation agreements — they divide the market but do not meaningfully compete with each other as independent actors. The settlement's damages formula reflects the overall market concentration, and Idaho's combined 50%+ BCBS share still represents significant dominance over non-BCBS competitors.

However, Idaho also has meaningful competition from non-BCBS carriers including SelectHealth (Intermountain Health), PacificSource Health Plans, and employer self-insured plans administered by third parties. This genuine multi-carrier competition moderates the settlement multiplier. Idaho Tier 1 claimants can expect payouts in the mid range — lower than states like Alaska or West Virginia, but comparable to or above states like Colorado and Texas.

Blue Cross of Idaho and Regence BlueShield of Idaho

Idaho has two independent BCBS licensees. Blue Cross of Idaho is headquartered in Meridian, Idaho and operates as a not-for-profit mutual insurance company independent of any outside health system. It is Idaho's largest health insurer with approximately 550,000 members and has been operating in the state since 1945. Blue Cross of Idaho also administers the State of Idaho's self-funded employee health plan through the Office of Group Insurance (OGI).

Regence BlueShield of Idaho is a subsidiary of Cambia Health Solutions (formerly The Regence Group), a nonprofit health plan parent company that also operates Regence BlueCross BlueShield of Oregon, Regence BlueCross BlueShield of Utah, and Regence BlueShield (Washington). Regence BlueShield of Idaho serves approximately 350,000 members and is headquartered in Boise. Both carriers are independent licensees of the Blue Cross Blue Shield Association and were both named in the antitrust litigation. Claimants with either carrier's coverage during the class period may be eligible.

Idaho 2026 Distribution Status

Idaho claimants who held Blue Cross of Idaho or Regence BlueShield of Idaho coverage and filed valid claims are included in the May 2026 distribution wave. Payments began May 11, 2026 and are issued by check or electronic transfer to the address on file with the Claims Administrator. Because Idaho has two BCBS licensees, claimants who had coverage from both carriers at different points during the class period should have been able to list both on their claim forms — the Claims Administrator aggregated premium data across all BCBS plans nationally.

Local Idaho media including the Idaho Statesman and Idaho Press have covered the settlement. Tier 3 payments for self-funded employer accounts are issued separately from the $120 million self-funded fund on a distinct timeline from Tier 1 and Tier 2 disbursements.

Idaho-Specific Exclusions

  • State of Idaho self-funded employee health plan (OGI) — The Office of Group Insurance (OGI) administers the State of Idaho's health benefits for state employees, which is explicitly a self-funded government account and is administered by Blue Cross of Idaho. Because the State of Idaho is the plan sponsor, this is a government account excluded from the settlement regardless of the BCBS administrator.
  • State university self-funded plans — The University of Idaho, Boise State University, Idaho State University, and other state institutions may administer self-funded plans as quasi-government accounts. Individual employees at these institutions should verify their specific plan structure at bcbssettlement.com.
  • Medicaid / Idaho Smiles — Idaho Medicaid (including CHIP) is a government program and is not eligible for the settlement.
  • SelectHealth and PacificSource enrollees — SelectHealth (Intermountain) and PacificSource are not BCBS licensees. Members covered exclusively by these carriers during the class period have no claim in this settlement.
  • Federal Employee Program (FEP) — Federal employees and retirees in Idaho covered under the Blue Cross Blue Shield Federal Employee Program are excluded as federal government accounts.
  • Medicare Advantage plans — Medicare-based plans from either BCBS carrier are outside the commercial insurance class period and are not eligible.

Idaho BCBS Settlement FAQ

I had SelectHealth or PacificSource in Idaho — am I eligible?

<strong>No.</strong> SelectHealth (a subsidiary of Intermountain Health) and PacificSource Health Plans are not Blue Cross Blue Shield Association licensees and are not defendants in MDL 2406. Only members enrolled in a plan from Blue Cross of Idaho or Regence BlueShield of Idaho during the class period (February 7, 2008 – October 16, 2020) who filed a timely claim by November 5, 2021 are eligible for a settlement payment.

I'm a State of Idaho employee — is my OGI health plan excluded?

<strong>Yes.</strong> The State of Idaho's employee health plan is administered through the Office of Group Insurance (OGI) and is a self-funded state government account. Government accounts are explicitly excluded from the settlement class. Even though Blue Cross of Idaho administers the claims under this plan, the plan sponsor is the State of Idaho — a government entity — so those members are excluded. If you also had a separate, personally-purchased Blue Cross of Idaho or Regence plan during the class period, that private plan may still be eligible.

I had Blue Cross of Idaho for part of the class period and Regence for another part — how does that work?

<strong>Both periods count.</strong> The settlement allows claimants to aggregate coverage across multiple BCBS plans. Because both Blue Cross of Idaho and Regence BlueShield of Idaho are BCBS Association licensees and defendants in the litigation, premiums paid to either carrier during the class period (February 7, 2008 – October 16, 2020) should have been included in your claim. If you filed a claim listing both carriers, the Claims Administrator will have calculated damages based on your total combined BCBS premium payments during the class window.

How does Idaho compare to other states in expected payout size?

<strong>Idaho is in the mid tier nationally.</strong> The dual-licensee structure and meaningful competition from non-BCBS carriers (SelectHealth, PacificSource) moderate Idaho's multiplier relative to states like Alaska or Maine where a single BCBS carrier has near-total dominance. Idaho claimants should expect payouts similar to other competitive-market states like Colorado, Utah, or Oregon — generally $280–$700 for individuals who held BCBS coverage for multiple years during the class period.

Neither Blue Cross of Idaho nor Regence BlueShield of Idaho is distributing the settlement — all payments come directly from the settlement fund.
