Which Settlement This Is
The money comes from the subscriber settlement in In re: Blue Cross Blue Shield Antitrust Litigation, a case first filed in 2012. The lawsuit alleged that Blue Cross Blue Shield companies agreed not to compete with each other for health-insurance customers, which plaintiffs said pushed premiums up. The Blues deny wrongdoing; the court never decided who was right.
The settlement was reached on October 16, 2020 and created a $2.67 billion fund. It covers people and companies who bought or were enrolled in a Blue plan from February 7, 2008 through October 16, 2020 (self-funded employer accounts: from September 1, 2015). Dependents, including minors on a parent’s plan, are not paid. A separate settlement covers doctors and hospitals; it does not pay patients.

Manasco signed the order approving the distribution plan (Doc. 3420) and directed the administrator, JND Legal Administration, to start paying on or about May 11, 2026. Who Gets a Payment
Only people and businesses who filed a valid claim by November 5, 2021 are paid. Being a Blue member during the class period is not enough on its own.
The money is split into two pots that are paid independently: $1.78 billion for individuals, insured groups and their employees, and $120 million for self-funded employer accounts and their employees. A small payout in one pot does not raise the other. Which pot you are in depends on how your employer’s plan was funded — explained in BCBS settlement tiers.
Any claimant whose share calculates to $5.00 or less gets nothing.
How the Amount Per Person Is Calculated
A rough rule of thumb (our arithmetic, not an official rate): the eligible claims in the individual and insured-group pot reported about $328 billion in premiums against a $1.78 billion fund — about 54 cents per $100 of premiums. So $10,000 in premiums works out to about $54; $60,000 (say $500 a month for 10 years) to about $325.
The $200 rule: shares under $200 are paid in full now and get nothing more. Shares of $200 or more receive roughly 90% now; 10% of the fund is held in reserve. In the $60,000 example, that is about $293 now. The rest comes, if anything is left, in a second distribution — only to people who cashed the first payment. “File now for the second round”
The second distribution is not a new claim period. It goes automatically to people who were already paid 90% and cashed their first payment. Anyone offering to “register” you is not the administrator.
