BCBS Settlement Texas — BCBSTX Solid Mid-Tier Payouts
Blue Cross Blue Shield of Texas (BCBSTX) covers millions across the state. Texas claimants are in the mid-tier multiplier range of the $2.67B antitrust settlement.
Tier 1 (Individual)
$500–$1,100
Tier 2 (Employee)
$150–$400
Tier 3 (Employer)
$5,500–$40,000
Texas has one of the largest BCBS subscriber populations in the country by sheer volume — even though BCBSTX's market share (~45%) is lower than Michigan or Alabama. Sheer population size means tens of thousands of Texans are filing claims in the $2.67B Subscriber settlement.
Texas Payout Range — Volume vs Multiplier
BCBSTX coverage during 2008–2020 produces Tier-1 payouts typically $500–$900 for standard 10-year individual coverage. Long-tenure individual claimants ($5K+/year premium for 12+ years) reach the upper bound near $1,100.
Texas's huge small-business sector means many Tier-3 employer claims — small companies (10-50 employees) with fully-insured BCBSTX group plans routinely see $10,000-$35,000.
BCBSTX — HCSC Family
Like Illinois, Blue Cross Blue Shield of Texas is operated by Health Care Service Corporation (HCSC). Coverage in Texas during the class period qualifies under the same Subscriber settlement framework.
Texas-specific BCBS plans include BlueAdvantage HMO, Blue Choice PPO, and various employer-group products — all in scope if fully-insured (not self-funded ASO).
Texas 2026 Distribution Status
Texas claimants are in the standard 2026 distribution wave. NBC DFW first reported on the distributions February 19, 2026 — local outlets including Houston Chronicle and Austin American-Statesman have followed.
Texas-Specific Exclusions
- State of Texas Employees Group Insurance Program (GBP) — self-funded, excluded.
- Teacher Retirement System (TRS) ActiveCare — administered by BCBSTX but separately funded.
- Texas Medicaid Managed Care — excluded.
- UTexas / Texas A&M employee health plans — typically self-funded, excluded.
Texas BCBS Settlement FAQ
I work for the State of Texas — does my GBP qualify?
No. GBP is self-funded, with BCBSTX as administrator only. Self-funded plans are excluded from the Subscriber damages portion.
I had BCBSTX HMO Blue (BlueAdvantage) — does it qualify?
Yes, if it was a fully-insured BCBSTX commercial plan (which most BlueAdvantage memberships are). Verify on your old benefits documents that BCBSTX was the insurer, not just administrator.
I moved from Texas to another state during the period — what happens?
Both states' coverage years count separately, each with their state-specific multiplier. Submit documentation for both states for full credit.
My small business in Texas had a BCBSTX group plan — what should I file?
File a Tier-3 (Employer) claim for the business. Employees also can file separate Tier-2 (Employee contribution) claims for their portion of premiums.
When will Texas payments be complete?
Tier-1: through July 2026. Tier-2: October-November 2026. Tier-3 employer payments to small/mid-size Texas businesses: September 2026 through Q1 2027.
