California has one of the lowest BCBS state multipliers (Kaiser dominates) — but the largest population means tens of thousands of Californians still qualify for the $2.67B Subscriber settlement.

California is the largest state in the country but has the lowest BCBS market share among the major states — Kaiser Permanente dominates the California commercial market. Because the settlement multiplier reflects market concentration, Californians receive smaller per-year payouts than Michiganders or Alabamians.
However: California's 39 million residents include millions who had BCBS coverage (Anthem Blue Cross + Blue Shield of California). Sheer claimant volume is large.
Why California Payouts Are Lower
California Tier-1 individual claimants typically receive $200–$400 for standard 10-year coverage. Even maximum-duration claimants (12+ years, high premium) rarely exceed $500 because California's state multiplier reflects the lower BCBS market dominance.
If you had Kaiser-only coverage during the period (no BCBS), you do not qualify for this settlement.
California's Two BCBS Plans
Uniquely, California has two separate BCBS plans:
- Anthem Blue Cross of California — for-profit, operated by Elevance Health (formerly Anthem Inc.). Most California Blue Cross coverage.
- Blue Shield of California — not-for-profit, separate entity.
Both qualify for the Subscriber settlement under the unified antitrust case. Coverage through either during 2008–2020 counts.
California 2026 Distribution Status
California is in the standard 2026 distribution wave. NBC Los Angeles and NBC San Diego first reported on the distributions February 19-20, 2026. LA Times and SF Chronicle have also covered the story.
California-Specific Exclusions
- Kaiser Permanente — entirely separate carrier, not part of the BCBS Association. Excluded.
- CalPERS State employee plans — self-funded, excluded.
- Covered California Medi-Cal Managed Care — excluded.
- Anthem Medicare Advantage California — Medicare excluded.
- UC SHIP (UC student health) — typically self-funded.
California BCBS Settlement FAQ
I had Anthem Blue Cross — does it qualify?
Yes. Anthem Blue Cross of California is a BCBS Association licensee and qualifies for the Subscriber settlement for the same class period (2008–2020).
I had Blue Shield of California — does it qualify?
Yes. Blue Shield of California is also a BCBS Association licensee. Both California Blue plans qualify.
Kaiser was my insurer — am I eligible?
No. Kaiser Permanente is not part of the BCBS Association and is not in this antitrust case. (Kaiser has had its own separate litigation, but unrelated.)
Why is my California payout so much smaller than my parents' Alabama payout?
State multiplier. Alabama's BCBS held ~88% market share, while California's BCBS combined held only ~22%. The settlement formula compensates for the actual antitrust harm, which was much greater in BCBS-monopoly states.
I had both Anthem and Blue Shield at different times — do they combine?
Yes. Years under each plan add to your total California-BCBS years for points calculation. Document both periods when filing.
