Is Washington a strict liability or one-bite state for dog bites?

Washington is STRICT LIABILITY under RCW 16.08.040 — provocation and trespass are complete defenses. Critically, provocation is judged from the DOG'S perspective, not the human's. This determines whether you need to prove the owner knew the dog was dangerous.
