BCBS Settlement Georgia — Anthem Blue Cross Blue Shield Payout Guide

Anthem Blue Cross and Blue Shield of Georgia (via Elevance, formerly WellPoint) is the state's sole BCBS licensee covering 2+ million members. Georgia claimants land in the mid-range of the $2.67B antitrust settlement.

Georgia's BCBS licensee is Anthem Blue Cross and Blue Shield of Georgia, operated by Elevance Health, Inc. (formerly Anthem Inc., formerly WellPoint Inc.). Anthem acquired Cerulean Companies — the parent of Blue Cross Blue Shield of Georgia — in March 2001. The Georgia health plans operated as WellPoint until December 2014, then Anthem, then Elevance Health since June 2022, but continue to market under the Anthem Blue Cross and Blue Shield brand.

Anthem BCBS covers an estimated 2+ million members in Georgia across individual, employer-group, and self-funded plans, making it the dominant BCBS licensee in the state by enrollment. Georgia residents who held fully-insured individual or group coverage through Anthem BCBS of Georgia between February 7, 2008 and October 16, 2020, and who filed a valid claim by November 5, 2021, are eligible for the initial distribution beginning May 11, 2026.

This competitive environment moderates Georgia payouts relative to near-monopoly states like Michigan or Alabama where BCBS held 85%+ market share.

Georgia Tier-1 individual claimants with 10+ continuous years of Anthem BCBS of Georgia coverage typically receive $400–$600. Long-tenure, high-premium claimants (12+ years, $6,000+/year) can reach $700. Shorter or lower-premium coverage clusters in the $300–$400 range. National average is ~$333 per claimant.

Anthem Blue Cross and Blue Shield of Georgia

The sole BCBS licensee in Georgia is Anthem Blue Cross and Blue Shield of Georgia, owned by Elevance Health (corporate parent renamed from Anthem in 2022, and from WellPoint in 2014). WellPoint acquired the Georgia Blues plan via the Cerulean Companies acquisition in March 2001, consolidating Anthem's nine-state BCBS licensee footprint.

Coverage under any of these brand identities — Blue Cross Blue Shield of Georgia, WellPoint, Anthem BCBS of Georgia, or Elevance Health — qualifies as the same insurance entity for settlement purposes. Anthem GA offers PPO, HMO, individual marketplace plans, and small/large group employer plans across all 159 Georgia counties.

Georgia 2026 Distribution Status

Georgia claimants are in the standard Tier-1 distribution wave: prepaid debit card notifications going out in May 2026, paper checks rolling out late May through July 2026. Tier-2 (employee premium contributions) follows June through November 2026.

Georgia-Specific Exclusions

  • Georgia State Health Benefit Plan (SHBP) — Administered by the Georgia Department of Community Health for state employees, teachers, retirees, and their dependents. SHBP is a self-funded government plan; Anthem BCBS acts only as a third-party administrator. Government accounts are explicitly excluded from the Subscriber settlement.
  • Georgia ERS (Employees' Retirement System) health plans — State-government-funded retiree coverage, excluded.
  • Georgia Medicaid (Pathways/Medicaid managed care) — Government program, excluded.
  • Medicare Advantage plans through Anthem BCBS GA — Excluded. Medicare Supplement (Medigap) plans DO qualify.
  • Federal Employee Program (FEP) BCBS — Separate carve-out, excluded from the Subscriber settlement.
  • Non-BCBS Georgia insurers — UnitedHealthcare, Aetna, Cigna, Humana, Kaiser Permanente: these are not BCBS plans and not part of this settlement.

Georgia BCBS Settlement FAQ

I had Anthem BCBS of Georgia through my state government job — am I excluded?

<strong>Almost certainly yes.</strong> If your Anthem BCBS coverage came through the <strong>Georgia State Health Benefit Plan (SHBP)</strong> or any other state-government employer account, you fall within the settlement's government-account exclusion. SHBP is administered by the Georgia Department of Community Health, a state agency, making it a government account. The exclusion applies to the <em>account</em>, not to Anthem itself — so private Anthem BCBS of Georgia plans (individual market, private employer groups) are <em>not</em> excluded.

Is Anthem Blue Cross and Blue Shield of Georgia the same as WellPoint or Elevance?

They are the same company under different corporate names at different times. WellPoint, Inc. acquired Cerulean Companies (parent of Blue Cross Blue Shield of Georgia) in <strong>March 2001</strong>. WellPoint renamed itself <strong>Anthem, Inc. in December 2014</strong>. Anthem renamed itself <strong>Elevance Health in June 2022</strong>. The Georgia health plans continue to market under the <em>Anthem Blue Cross and Blue Shield</em> brand name. For settlement purposes, coverage through any of these corporate identities qualifies under the same claim.

I only had Anthem BCBS of Georgia for one or two years. Is it worth checking?

If you filed a valid claim before November 5, 2021, you are in the distribution queue regardless of coverage duration. Short-duration enrollees will receive less than long-duration enrollees (the formula is premium-weighted), but even 1–2 years of coverage typically generates a payment above the $5.00 minimum threshold. I bought a marketplace plan through Anthem GA — does that count?

Yes. Individual ACA marketplace plans purchased through Anthem BCBS of Georgia (not Medicaid expansion) are fully insured commercial products that qualify for the class period if held between February 2008 and October 2020. Document your plan year and confirm it was Anthem BCBS, not a Medicaid-linked product.
