Horizon is New Jersey's largest health insurer by far, covering approximately 3.8 million members — nearly one-third of all state residents — during the 2008–2020 class period.
That dominant market position places New Jersey in the high-tier multiplier band of the $2.67B antitrust settlement — above mid-multiplier states like Texas or Florida, and on par with Illinois and North Carolina for per-claimant payouts.

The settlement formula applies a state-specific multiplier reflecting how concentrated the local BCBS plan was. Horizon BCBSNJ's ~43% commercial market share — with no rival BCBS carrier in the state — meant New Jersey subscribers faced limited competition and inflated premiums throughout the class period.
For a Tier-1 individual with 10+ continuous years of Horizon BCBSNJ coverage and typical premiums of $5,000–$8,000/year, payouts in the $900–$1,200 range are consistent with the settlement formula. Shorter or lower-premium periods cluster in the $550–$800 range.
Horizon Blue Cross Blue Shield of New Jersey
Horizon BCBSNJ is the sole licensed BCBS plan in New Jersey — it is independent of all other BCBS plans and is not part of HCSC or any other multi-state operator. Coverage through Horizon's commercial fully-insured products (PPO, HMO, EPO, individual marketplace plans) during 2008–2020 qualifies for the Subscriber settlement.
Note: Horizon also administers the State Health Benefits Program (SHBP) and School Employees Health Benefits Program (SEHBP) — but those are government-funded programs and are excluded from the settlement. See the exclusions section below.
New Jersey 2026 Distribution Status
New Jersey claimants are in the standard 2026 distribution wave. Local media tracking distributions includes NJ.com (Star-Ledger), NorthJersey.com (North Jersey Record), and NJ Monitor.
Tier-1 prepaid debit cards began mailing May 19, 2026. Paper checks follow late May through July. Tier-2 (employee contribution) notifications began June 2026.
New Jersey-Specific Exclusions
- State Health Benefits Program (SHBP) — the NJ state government employee health plan administered by Horizon BCBSNJ is excluded. SHBP is a government-funded program; government accounts are not covered by the settlement.
- School Employees Health Benefits Program (SEHBP) — the NJ public school employee health plan administered by Horizon BCBSNJ is likewise excluded for the same reason.
- New Jersey Medicaid Managed Care through Horizon NJ Health — excluded.
- Federal Employees Health Benefits Program (FEP) BCBS — separate federal carve-out, excluded.
- NJ Transit / Port Authority employee plans (if self-funded) — verify your benefits booklet; self-funded ASO arrangements are excluded even if Horizon administered them.

I'm a NJ state employee covered by SHBP — do I qualify?
No. The State Health Benefits Program is a government-funded plan administered by Horizon BCBSNJ, but it is not a commercial fully-insured product. Government accounts are explicitly excluded from the Subscriber settlement. If you also held a separate personal Horizon plan during the class period, that portion could qualify.
I'm a NJ public school employee covered by SEHBP — do I qualify?
No. The School Employees Health Benefits Program follows the same exclusion as SHBP — it is a government-funded program and is excluded. If you transitioned off SEHBP and purchased a personal Horizon plan at any point during 2008–2020, those years could qualify.
How does New Jersey compare to other states for payouts?
New Jersey sits in the high-tier band. Expect payouts similar to Illinois or North Carolina — roughly 20-40% higher than mid-multiplier states like Texas or Florida, but below the extreme-dominance states like Michigan (~85%) or Alabama (~88%).
I moved between NJ and another state during the class period — what counts?
Each state's coverage years count separately with their respective state multipliers. NJ years earn the Horizon BCBSNJ multiplier; your other-state years earn that state's BCBS multiplier. Submit documentation for all periods.
