Florida Statute §767.04 establishes strict liability: the owner is liable for bites occurring in public OR while victim is lawfully on private property, regardless of the dog's prior viciousness or the owner's knowledge. §767.12 authorizes local dangerous dog declarations with mandatory containment, insurance, and registration obligations.
