BCBS Settlement Minnesota — Mid-High Tier Payouts

Blue Cross Blue Shield of Minnesota held about 41% of the commercial fully-insured market during 2008–2020. Here's what MN claimants can expect from the $2.67B antitrust settlement.

Minnesota's commercial health insurance market is notably competitive — unlike near-monopoly BCBS states such as Alabama or Michigan, Minnesota saw meaningful market pressure from HealthPartners, Medica, and UCare throughout the 2008–2020 class period. Blue Cross Blue Shield of Minnesota (BCBSMN) held approximately 41% of the commercial fully-insured market by premium revenue as of the most recent Minnesota Department of Health data, and a similar share through much of the class period.

That share is still substantial enough to place Minnesota in the mid-high multiplier band — well above low-dominance states like California, but below the top-tier states where BCBS held near-monopoly positions.

What Drives Minnesota Payout Ranges

Minnesota's settlement multiplier reflects a market that was partially — but not completely — captured by BCBS. In the large group and employer market, BCBSMN was dominant (nearly 47% by premium). In the individual market, all four major carriers competed closely, limiting the monopoly harm argument.

A Tier-1 individual with 10–12 years of continuous BCBSMN coverage and premiums in the $4,000–$7,000/year range can expect payouts in the $600–$900 range. Shorter coverage periods or lower premiums cluster in the $300–$500 range. These figures are lower than Michigan (~$800–$1,500) but comparable to states like Wisconsin or Iowa.

Blue Cross Blue Shield of Minnesota

The BCBS plan in Minnesota is Blue Cross Blue Shield of Minnesota (BCBSMN), an independent nonprofit headquartered in Eagan, MN. Its HMO subsidiary, Blue Plus, also provided coverage during the class period — Blue Plus coverage qualifies for the Subscriber settlement in the same way as standard BCBSMN coverage.

Important: HealthPartners, Medica, and UCare are entirely separate companies and are NOT affiliated with the Blue Cross Blue Shield Association. Coverage through those carriers does not qualify for this settlement.

Minnesota 2026 Distribution Status

Minnesota claimants are in the standard Tier-1 wave: prepaid debit cards mailing since May 19, 2026; paper checks rolling out late May through July 2026. Tier-2 (employee contribution) follows June through November 2026.

Minnesota media coverage of distributions has appeared in the Star Tribune and Pioneer Press, the state's two major daily papers. The Star Tribune previously reported on BCBSMN's $71M contribution to the national settlement when it was announced.

Minnesota-Specific Exclusions

  • SEGIP (State Employee Group Insurance Program): Minnesota state employees covered through SEGIP are excluded — SEGIP is a government account and falls under the settlement's government-entity exclusion.
  • Minnesota Medicaid (Medical Assistance) and MinnesotaCare: Public program coverage is excluded, including Medicaid managed care through Blue Plus.
  • Federal Employee Program (FEP) BCBS: Federal employees' BCBS coverage is a separate carve-out and excluded from the Subscriber settlement.
  • Medicare Advantage: BCBSMN Medicare Advantage plans are excluded.
  • MNsure individual marketplace plans: Fully-insured BCBSMN plans purchased through MNsure (the ACA exchange) during 2008–2020 are generally included — the marketplace is the distribution channel, not the plan type. Medicaid-funded plans routed through MNsure are excluded.

Minnesota BCBS Settlement FAQ

I had Blue Plus (BCBSMN's HMO) — does that qualify?

Yes. Blue Plus is BCBSMN's HMO subsidiary and its coverage during the 2008–2020 class period qualifies for the Subscriber settlement in the same way as standard BCBSMN plans.

I have HealthPartners / Medica / UCare — am I included?

No. HealthPartners, Medica, and UCare are independent Minnesota health insurers with no affiliation to the Blue Cross Blue Shield Association. This settlement covers only BCBS-affiliated plans. If you had BCBSMN or Blue Plus coverage during 2008–2020, you may qualify — but not for HealthPartners, Medica, or UCare coverage.

How does Minnesota compare to other states for payouts?

Minnesota sits in the mid-high multiplier band. BCBSMN's ~41% commercial market share is substantial but well below near-monopoly states like Alabama (~88%) or Michigan (~85%), which receive the highest payouts. Minnesota claimants should expect payouts comparable to Wisconsin or Ohio — lower than top-tier states, but meaningfully above low-share coastal markets like California.

I'm a Minnesota state employee covered by SEGIP — do I qualify?

Generally no. SEGIP (the State Employee Group Insurance Program) is a government account, and the settlement excludes government accounts. If you had additional personal BCBSMN coverage outside of SEGIP (e.g., an individual policy during a period between state employment), that portion may qualify — review your coverage records carefully.
