Utah BCBS Antitrust Settlement Payout Estimator

If Regence BlueCross BlueShield of Utah was your health insurer between February 7, 2008, and October 16, 2020, and you filed a claim by November 5, 2021, you are part of the $2.67 billion antitrust settlement. Payments began distribution on May 11, 2026.

Because SelectHealth — an Intermountain Healthcare plan — not Regence, dominated Utah's commercial insurance market during this period, the BCBS footprint in Utah was smaller than in many other states, and per-member payouts are generally toward the lower end of the national range.

Why Utah Payouts Are on the Lower End

The settlement allocates funds based on premium volume paid to BCBS plans during the class period. Regence BlueCross BlueShield of Utah controlled a relatively small share of Utah's commercial health insurance market (roughly 6%), because SelectHealth captured the majority of Utah enrollees.

Smaller premium volume per member translates to lower individual settlement amounts compared to states where a BCBS plan held dominant market share. Most Utah Regence claimants receive $50–$250 in Tier 1.

Regence BlueCross BlueShield of Utah (Cambia Health Solutions)

Regence BCBS of Utah is operated by Cambia Health Solutions, a nonprofit health solutions company headquartered in Portland, Oregon. Cambia also operates Regence plans in Washington, Oregon, and Idaho.

In Utah, Regence competes against SelectHealth (Intermountain Healthcare) and Molina Healthcare. As a BCBS licensee, Regence UT was a named defendant in the antitrust lawsuit, making its Utah policyholders eligible class members.

The settlement administrator distributed notice to eligible Utah class members via direct mail and email where contact information was available. Utah-based coverage was also reported by the Salt Lake Tribune, Deseret News, and KSL.com.

  • PEHP (Utah Public Employees' Benefit and Insurance Program) — PEHP is a government-administered plan and falls under the government accounts exclusion.

  • SelectHealth (Intermountain Healthcare) — not a BCBS plan, entirely excluded from this settlement.
  • Medicare Advantage enrollees through Regence — excluded. Medicare Supplement may partially qualify.
  • Utah Medicaid managed care through any BCBS plan — excluded.

Estimated payouts for Utah members range from $50–$250 for short coverage periods (Tier 1) up to $1,500–$10,000 for longer enrollment or larger employer groups (Tier 3). Because Regence held a smaller Utah market share than BCBS plans in other states, payouts tend to be at or below the national average of approximately $333 per claim.
