International Money Transfer Complaints: Which Companies Draw the Most
Original analysis of 2,387 records from the CFPB, 2018–2025. Published October 22, 2026.
We counted every complaint in the CFPB's public database filed under international money transfer from 2018 through 2025 and ranked companies by the number of complaints received in 2025.
What the CFPB Complaint Data Show
Western Union was named in 237 of the 2,387 international money transfer complaints the CFPB received in 2025 and published, more than any other company. JPMorgan Chase (210) and Bank of America (200) follow, so banks rank next to remittance companies. The counts are raw numbers and do not account for how many transfers each company handles.

- 27%Share of the top three companies, 2025
Western Union ranks first
Western Union drew 237 complaints in 2025, 9.9% of the total and 27 more than JPMorgan Chase in second place.
Banks rank next to remittance firms
JPMorgan Chase (210) and Bank of America (200) rank second and third, ahead of Wise (187), MoneyGram (166), PayPal (163) and Remitly (157).
Back on top after three years
Western Union was the most-named company each year from 2018 to 2021; JPMorgan Chase led from 2022 to 2024.
Complaints rose six years in a row
International transfer complaints rose every year from 2019 to 2025, reaching 2,387 in 2025, 18.3% more than in 2024.
Monetary relief varies widely
Companies reported closing 9.1% of 2025 complaints with monetary relief. MoneyGram reported it in 32.5% of its complaints; Western Union and Remitly reported it in none.
Which Company Has the Most CFPB International Money Transfer Complaints
Of the 131 companies named in 2025, Western Union drew the most international money transfer complaints.
Western Union (237), JPMorgan Chase (210) and Bank of America (200) together account for 27.1% of the 2,387 complaints.
The ranking counts complaints the CFPB received in 2025 in which the consumer chose the product "Money transfer, virtual currency, or money service" and the sub-product "International money transfer". It covers all 131 companies named in these complaints. The ten most-named companies account for 69.0% of the total.
Companies are listed under the name the CFPB uses. Some groups appear under more than one name: PayPal (163) and its Xoom unit (9) are listed separately, as are Chime Inc. (59) and Chime Financial Inc (23). Combining them would not change the first place. Wise appears under its legal name TransferWise Ltd.
These are raw counts. A company that sends more transfers will tend to draw more complaints, and the CFPB does not publish transfer volumes by company, so the ranking is not a complaint rate.

How International Money Transfer Complaints Have Changed Since 2018
International money transfer complaints rose from 884 in 2018 to 2,387 in 2025.
The 2025 count is 2.7 times the 2018 count; the most-named company changed from Western Union to JPMorgan Chase in 2022 and back to Western Union in 2025.
After a dip to 839 in 2019, the yearly count rose every year through 2025. JPMorgan Chase was the most-named company from 2022 to 2024, with a high of 277 complaints in 2023, when Western Union drew 129. In 2025, Western Union returned to first place with 237, about as many as its 236 in 2018.
From January through September 2026, the CFPB published 2,250 international money transfer complaints, 255 of them about Western Union. This partial year is not comparable with full years, and recent months can still grow as complaints are published.

| 2020 | 1,192 | Western Union |

What People Complain About in International Money Transfers
Funds that were not available when promised and fraud or scams together account for 46.9% of 2025 complaints.
"Other transaction problem" leads with 41.4%; "Money was not available when promised" (24.3%) and "Fraud or scam" (22.6%) follow.
Consumers pick the issue themselves from the CFPB's list. In 2025, 580 complaints said the money was not available when promised and 539 described fraud or a scam. The largest group, 989 complaints, chose "Other transaction problem".

Which Companies Report Monetary Relief Most Often
Among the 12 companies with at least 50 complaints in 2025, MoneyGram and Bank of America reported monetary relief most often.
MoneyGram 32.5%, Bank of America 29.5%; 4 of the 12 companies, among them Western Union and Remitly, reported none.
When a company answers a complaint, it tells the CFPB how it closed it. "Closed with monetary relief" means the company reported giving the consumer money back or another monetary benefit. Across all 2025 international transfer complaints, 218 (9.1%) were closed this way. JPMorgan Chase reported it in 1.4% of its complaints.
The response type is reported by the company and is not verified by the CFPB. A low share does not show that consumers were not helped, and a high share does not show wrongdoing.

}How We Measured
Checked against published figures
- Money services complaints (all sub-products, incl. international transfers) the CFPB sent to companies in calendar year 2025: published 85,100, our count 84,619 (0.57% apart).CFPB Consumer Response Annual Report, January 1 – December 31, 2025 (section 4.5)
Full method and limits of the data
We kept every complaint with the product "Money transfer, virtual currency, or money service" and the sub-product "International money transfer", as selected by the consumer. Each complaint is assigned to the calendar year in which the CFPB received it. The series starts in 2018, the first full year of the current product category, which appears in the data from April 24, 2017; 2026 is counted through September 30 and shown as a partial year only.
Companies are counted under the name in the CFPB company field, without merging name variants. Shares divide a company's complaints by all international money transfer complaints in the same year. The monetary relief comparison lists companies with at least 50 complaints in 2025; the leaders file lists the 5 most-named companies in each year.
To check the data, we compared our count with the CFPB's Consumer Response Annual Report for 2025, which says the CFPB sent approximately 85,100 money services complaints (all sub-products) to companies in 2025. The public database holds 84,619 such complaints received in 2025, 0.6% fewer. International transfers make up 2.8% of them.
What this data cannot tell you
- Complaint counts are not adjusted for the number or value of transfers each company handles, and the CFPB does not publish those figures by company. The database is not a statistical sample of consumers' experiences, and a complaint is an allegation by the consumer, not a finding against the company.
- The CFPB does not publish complaints it refers to other regulators, such as complaints about banks and credit unions with less than $10 billion in assets. Banks and credit unions with less than $10 billion in assets are therefore largely missing from the ranking.
- Consumers choose the product and sub-product themselves. Some international transfer complaints may be filed under domestic transfers or other categories, and the data do not show whether a complaint concerns a cash-funded transfer.
- The CFPB publishes complaints with a delay of up to 15 days, and companies can update their responses. Counts for 2026 and the most recent months can still grow, so the partial 2026 figure is not comparable with full years.

No. Under 26 U.S.C. § 4475, the 1 percent tax applies to transfers made after December 31, 2025, for which the sender pays with cash, a money order, a cashier's check or a similar physical instrument. The CFPB complaint data do not show how a transfer was funded.
