TransUnion FCRA Settlement: $23 Million Fund — Where Payments Stand

TransUnion agreed to pay $23 million to resolve claims that it stonewalled consumers who disputed "hard inquiries" on their credit reports, sending a boilerplate "502 Letter" instead of actually investigating. Roughly 485,000 people who received that letter between December 5, 2016 and January 31, 2025 are covered. The claim deadline (June 24, 2025) has closed, the court granted final approval on July 22, 2025, and automatic checks — as small as $21.91 for some recipients — were already landing in mailboxes by September 2025. As of August 2026, this settlement is essentially wound down: no new claims are accepted, and payments have been flowing for nearly a year.

What TransUnion Was Accused Of: A Broken Dispute Process

When a lender or landlord pulls your credit report, that "hard inquiry" shows up on your file. Consumers who believed an inquiry was inaccurate, unauthorized, or outdated had the right under the Fair Credit Reporting Act to dispute it and have TransUnion actually investigate. The lawsuit, Norman v. Trans Union, LLC, filed in December 2018, alleged that instead of investigating, TransUnion routinely sent disputing consumers a form response — internally called a "502 Letter" — that refused to remove the inquiry and, according to the complaint, failed to contact the businesses that had requested the reports in the first place. The class covers everyone who received a 502 Letter from TransUnion between December 5, 2016 and January 31, 2025 — a window of more than eight years. TransUnion denies any wrongdoing but agreed to the $23 million settlement to resolve the case.

Case Details

Norman v. Trans Union, LLC, Civil Action No. 2:18-cv-05225-GAM, U.S. District Court for the Eastern District of Pennsylvania (Hon. Gerald A. McHugh). Settlement administrator: American Legal Claims Services, LLC — official website transuniondisputeclassaction.com, phone (800) 657-1189, mail: Norman v. Trans Union, LLC Settlement Administrator, P.O. Box 23489, Jacksonville, FL 32241.

Current Status: Checks Are Already Out

The court granted final approval on July 22, 2025, one day after the final approval hearing. No appeal has been reported since then. Automatic payments — the $20-$30 tier that requires no claim form — began landing in class members' mailboxes within weeks; one recipient publicly confirmed a $21.91 check in September 2025. As of August 2026, roughly a year has passed since final approval with no sign of ongoing litigation, which strongly suggests the fund is fully or nearly fully distributed. What we could not independently confirm is an official "distribution complete" notice from the administrator, or the final count of how many of the up-to-$160 documented-harm claims were validated and paid — American Legal Claims Services has not published an updated status page since the final-approval milestone.

Who Was in the Class — and Can You Still File?

The class covers roughly 485,000 U.S. consumers who received a TransUnion "502 Letter" responding to a written dispute of a hard inquiry between December 5, 2016 and January 31, 2025. The deadline to file a claim, object, or exclude yourself was June 24, 2025 — it has passed, and no new claims are being accepted. If you were part of the class and didn't opt out, you don't need to do anything to receive the automatic $20-$30 payment; it's mailed to the address TransUnion has on file. If you submitted documentation of specific harm before the deadline, your higher payment (up to $160) is calculated based on how many valid claims came in. If you never received a 502 Letter in that window, you're not part of this settlement.

How Much Are the Checks?

Unlike settlements where nobody has been paid yet, this one has real numbers attached: the automatic payment is roughly $20 to $30 per class member with no claim form required — a confirmed real-world example was a $21.91 check received in September 2025. Consumers who filed a claim documenting actual harm from the unresolved dispute (e.g., a loan denial or worse credit terms) could receive up to $160. The exact final dollar amounts depended on how many of the ~485,000 class members filed claims — more valid claims means a smaller per-person slice of the $23 million fund, after up to $7,966,667 in attorney fees/expenses and a $50,000 service award to the named plaintiff are deducted. If you're still waiting on a check months after September 2025, contact the administrator directly at (800) 657-1189 rather than trusting a random email or text.

Timeline: From Dispute Letters to Paid Checks

  1. 1

    December 5, 2016 – January 31, 2025 — The class period

TransUnion allegedly responds to hard-inquiry disputes with a boilerplate "502 Letter" instead of investigating, affecting an estimated 485,000 consumers over more than eight years.

  2. 2

    December 2018 — Lawsuit filed

Duane E. Norman, Sr. sues Trans Union, LLC in the U.S. District Court for the Eastern District of Pennsylvania, alleging FCRA violations in how the company handled hard-inquiry disputes.

  3. 3

    February 2025 — Preliminary approval

The court grants preliminary approval of the $23 million settlement; the administrator begins notifying an estimated 485,000 class members and stands up transuniondisputeclassaction.com.

  4. 4

    June 24, 2025 — Claims deadline closes

Deadline passes for submitting a documented-harm claim (up to $160), objecting, or opting out. Consumers who took no action remain eligible for the automatic $20-$30 payment.

  5. 5

    July 21-22, 2025 — Final approval

Judge Gerald A. McHugh holds the final approval hearing on July 21 and grants final approval the next day, clearing the way for the fund to be distributed.

  6. 6

September 2025 — First checks confirmed mailed

Class members begin reporting receipt of automatic payments (e.g., $21.91) within weeks of final approval — no appeal has been reported since.

Scam Alert: Fake TransUnion Settlement Messages

Any settlement involving a major credit bureau and hundreds of thousands of consumers draws scammers. Three patterns to watch for:

"Pay a fee to release your check"

The real settlement never charges a fee to file a claim, "process," or "release" your payment. Anyone asking for money, a gift card, or your bank login to send your TransUnion payment is running a scam. Report it at ReportFraud.ftc.gov.

Phishing emails and texts posing as TransUnion

Class members have already reported fraudulent emails claiming to be from "TransUnion" around this settlement. Don't click links in unsolicited messages — type transuniondisputeclassaction.com into your browser yourself, and never give your Social Security number or full bank details by email or text.

Fake "credit repair" pitches riding the headlines

Because this case is about credit report disputes, scammers use it as bait for unrelated paid "credit repair" services, falsely implying they're connected to the settlement. Filing in this case was always free — nobody legitimate needs to charge you to remove a hard inquiry through this settlement.

TransUnion Settlement FAQ

Have TransUnion settlement payments already gone out?

Yes, for the automatic tier. Checks in the $20-$30 range started arriving by September 2025, about two months after the July 22, 2025 final approval. As of August 2026, there's no report of an appeal or further delay, though the administrator hasn't published an official "distribution complete" confirmation.

Can I still file a TransUnion settlement claim?

No. The claim, objection, and opt-out deadline was June 24, 2025, and no new claims are being accepted. If you were in the class and didn't opt out, you're still eligible for the automatic payment even without having filed anything.

How much will I get?

Without a claim: about $20 to $30 automatically (one confirmed real check was $21.91). With a documented-harm claim filed before the June 2025 deadline: up to $160. The exact amount depends on how many of the roughly 485,000 class members filed valid claims.

Is transuniondisputeclassaction.com legit?

Yes. It's the official settlement website for Norman v. Trans Union, LLC, run by court-appointed administrator American Legal Claims Services, LLC. You can also call the administrator directly at (800) 657-1189 to verify your status.

What is a "502 Letter" and why did TransUnion get sued over it?

It's TransUnion's internal name for the form letter it allegedly sent to consumers who disputed a hard inquiry on their credit report, refusing to remove it without a real investigation. The lawsuit claimed that practice violated the Fair Credit Reporting Act's dispute-investigation requirements between December 5, 2016 and January 31, 2025.

I got a call or email about my TransUnion settlement check — is it real?

Be cautious. The legitimate process never requires a fee, your full bank login, or your Social Security number sent by email or text. If you're unsure, don't click any links — contact the administrator directly at (800) 657-1189 or go straight to transuniondisputeclassaction.com.
