Mavis Discount Tire Settlement: $190,000 for Pennsylvania Drivers Who Say They Paid for Repairs They Didn’t Need or Never Got. the Attorney General Says Mavis Runs More Than 130 Shops in the State, the Deal Sets No Per-Person Amount — and the Way In Is a Complaint to the Attorney General by January 26, 2027

Possibly — the money goes to people who complain to the Pennsylvania Attorney General. On September 28, 2026, Attorney General Dave Sunday announced a settlement with Mavis Tire Supply LLC, which does business as Mavis Discount Tire. Of the $215,000 Mavis pays, $190,000 is restitution for consumers who, in the press release’s words, “have either already filed a complaint, or those who will file a complaint with the Office of Attorney General, with sufficient support, by no later than Tuesday, January 26, 2027.”

The signed Assurance of Voluntary Compliance, filed in the Philadelphia County Court of Common Pleas, names three groups the restitution is for: consumers who had already filed complaints against Mavis with the Commonwealth as of the date of the Assurance, those who file a complaint “within one hundred and twenty (120) days thereafter,” and anyone the Commonwealth “otherwise determines is eligible for restitution.” Counting 120 days from the September 28, 2026 filing lands on Tuesday, January 26, 2027 (our arithmetic) — 118 days after today, September 30, 2026. One paragraph of the press release says to file “before January 26, 2027,” another says “by no later than” that date, so filing well ahead of it avoids the ambiguity.

How to file: the press release names three ways to reach the Bureau of Consumer Protection — online (the office’s Consumer Complaint Form), by phone at 1-800-441-2555, or by email to scams@attorneygeneral.gov. If you complained about Mavis before the Assurance was filed on September 28, 2026, you appear to be in the first group; the Attorney General’s call to file is addressed to anyone who “has not yet contacted the Office of Attorney General.” The announcement we read names no separate claim form or settlement website: the complaint is how you get in line.

Neither the press release nor the Assurance defines “sufficient support.” The complaint form asks for specifics: it tells consumers to explain “WHAT happened, WHEN it happened and WHERE it happened,” and it asks for the business name and address, the product or service purchased and the date. For a Mavis complaint, that means the shop location, the date of the visit and the work you were charged for.

For attachments, the form says: “If possible, please upload your contract, proof of payment, and other documentation.” It accepts jpg, gif, png and pdf files, a photo of a paper document is fine, and relevant emails or screenshots of text messages can be included; documents can also be emailed to BCPAdmin@attorneygeneral.gov. The office’s complaint tips list “sales receipts, warranties, contracts, repair orders, canceled checks” as records that back up a complaint. If another shop later found that a part Mavis billed for was never replaced, or that a recommended repair was not needed, a written estimate or note from that shop is the kind of record that ties your complaint to the allegations (our suggestion, not a requirement stated by the Attorney General).

Lost the invoice? Pennsylvania’s auto-repair rules require a shop to hand over a dated, itemized written invoice at the end of a job, and the Assurance obliges Mavis to cooperate with the Attorney General’s requests for customer information, “including invoicing and other billing information.” That is no promise a missing record will turn up, but it gives the office a way to ask Mavis for its records.

Section III of the Assurance splits the $215,000 into $190,000 in restitution under 73 P.S. § 201-4.1 of Pennsylvania’s consumer protection law and $25,000 to reimburse the office’s costs of investigation. A further $100,000 civil penalty is suspended; it “shall not become due and payable unless and until a court of competent jurisdiction finds” that Mavis breached the Assurance. Mavis had to wire the $215,000 within three days after signing.

How much any one driver gets is not fixed. The Assurance says: “The amount, timing and manner of distribution of restitution shall be within the sole discretion of the Commonwealth.” The Assurance we read sets no per-person cap, no minimum and no pro-rata rule for the case where documented losses add up to more than $190,000, and the press release gives none either. Neither document says how many complaints the investigation was based on or when payments will go out.

For scale, and only as an illustration (our arithmetic): split evenly, $190,000 would be $1,900 each across 100 people or $190 each across 1,000. According to the Attorney General, Mavis operates “more than 130 branch locations in Pennsylvania,” and how far $190,000 stretches depends on how many complaints the office accepts, which neither document says. Money left over does not go back to Mavis: after at least 90 days and reasonable attempts to reach payees, uncashed checks may be voided, and what remains goes to the Commonwealth to be spent “for public protection and education purposes.”

The office investigated under Pennsylvania’s Unfair Trade Practices and Consumer Protection Law and the state’s Automotive Industry Trade Practices regulations. According to the Assurance, the Commonwealth alleges that “in certain instances” Mavis employees advised consumers to authorize and pay for repairs or services “that were not reasonably necessary for the safe or proper operation of the consumers’ vehicles,” and promised repair or maintenance standards the work did not meet. As a result, the document says, certain consumers “paid Mavis for unnecessary services, paid for services that were not completed by Mavis, or paid for services that were not performed in a skilled and workmanlike manner.”

Mavis admits none of it. The Assurance states that Mavis “denies entirely the contentions of the Commonwealth” and contends that, to the extent the conduct took place, it “was carried out by employees who failed to follow Mavis’s established policies.” Mavis signed “without admission of liability or wrongdoing for any purpose,” and the press release adds that a settlement agreement “shall not be considered an admission of a violation of the law.”

The case is Commonwealth of Pennsylvania v. Mavis Tire Supply LLC, Case ID 260903390, in the Philadelphia County Court of Common Pleas, filed on September 28, 2026 by Senior Deputy Attorney General James (Jim) Wise. The Assurance took effect the day it was filed. Mavis Tire Supply LLC is a Delaware company with its principal place of business in White Plains, New York.

The Assurance we read does not add a separate checklist of shop procedures, such as a specific estimate form. It orders Mavis to comply fully with the consumer protection law and the auto-repair regulations and bars it, among other things, from saying repairs are necessary or have been performed when that is untrue, from charging for repairs “which have not actually been performed,” and from failing to fix, promptly and at no charge, work that was not done in a skilled and workmanlike manner when the customer promptly complains. Mavis must also:

• maintain measures to oversee, train and monitor its employees so they comply with the Assurance and the law;
• run annual compliance assessments for two calendar years beginning October 1, 2026, and send each report to the Commonwealth within 30 days of completing it;
• give the Attorney General the customer information needed to carry out the settlement, including invoices, billing and contact details.

If Mavis breaks the terms, the office can go back to court for penalties and other relief, “up to and including forfeiture of the right to engage in trade or commerce within the Commonwealth of Pennsylvania,” after first sending Mavis a default notice and giving it ten business days to respond.

The regulations the Assurance points to, 37 Pa. Code § 301.5, already apply to every repair shop in Pennsylvania. Among them: before starting, the shop must write down the repairs you asked for and give you a copy where possible; it may not charge for repairs you did not authorize in writing — if the job is not yet known at drop-off, you must be offered options such as a price limit above which the shop needs your OK; it must tell you that you have the right, on request, to get replaced parts back (or to inspect them if they go back to a manufacturer under a warranty or rebuilding arrangement); and it must give you a dated invoice listing the work and the parts supplied.

The Assurance resolves the Pennsylvania Attorney General’s investigation of how Mavis did business “within the Commonwealth of Pennsylvania.” The documents we read describe restitution only for consumers who file complaints with Pennsylvania’s Office of Attorney General; they do not describe any payment for repairs at Mavis shops in other states, and they do not set a date range for the repairs covered. The Assurance also does not spell out a residency requirement — what the text turns on is a complaint against Mavis filed with the Commonwealth. For a repair at a Mavis shop outside Pennsylvania, the Assurance we read offers nothing; the consumer protection office of that state’s attorney general is the corresponding place to complain.

The Assurance does not waive anyone’s own claims: nothing in it limits “any right of action by any individual.” Mavis may argue, where the law allows, that money a consumer received through the Attorney General should be subtracted from what that consumer recovers elsewhere, and the office will tell Mavis on request how much it paid a given consumer. The complaint route is also a mediation channel: the office’s complaint page says suitable complaints go to its Consumer Mediation Unit, and if mediation fails, consumers “may be advised to seek relief either through a private attorney or through small claims court.”
