What the Government Cases Allege
Live Nation promotes concerts, runs venues and owns Ticketmaster. The Justice Department and a coalition of states sued in May 2024, alleging that the company used that combination to keep rivals out of ticketing and live events — for example, through exclusive Ticketmaster contracts with venues and “the conditioning of access to artists on a venue's selection of primary ticketer.” They asked the court for, among other things, a divestiture of Ticketmaster, and 25 states also sought damages for their residents.
The FTC's case, filed September 18, 2025 together with seven states, is a consumer-protection case rather than a monopoly case. Status: A Jury Verdict, a Settlement Under Review, No Payouts
The DOJ settlement (term sheet signed March 5, 2026) was filed as a proposed final judgment on June 12, 2026. It does not break up Ticketmaster. It caps Ticketmaster's service fees at 15% of face value at Live Nation's large amphitheaters, lets artists sell up to 50% of their tickets there through other ticketing companies, and ends Live Nation's control over 13 amphitheaters. It takes effect only if Judge Subramanian approves it under the Tunney Act. The public comment period closed in early September; a group of the states that went to trial called the deal “vague, ambiguous, and not reasonably calculated to meaningfully restore competition.” In May the judge said he expected to decide by mid-September or October 2026.
The states' jury verdict (April 15, 2026) is not final. Live Nation asked the court to set it aside or order a new trial — those motions were scheduled for argument on July 31, 2026 — and says it intends to appeal to the Second Circuit. The number of tickets the $1.72 applies to has not been set, and a separate remedies trial, where the states will ask the judge to split Ticketmaster from Live Nation, was expected to start no earlier than February 2027.

Can a Ticket Buyer Get Money?
It depends on the case — and today the answer in every one of them is “not yet.”
DOJ settlement: not for individual fans. The March 2026 terms initially provided for a $280 million fund for the plaintiff states' damages and penalty claims; the proposed final judgment filed in June lists payments only to the six states that joined. The six settling states (Arkansas, Iowa, Mississippi, Nebraska, Oklahoma and South Dakota) share about $18.6 million, and the proposed judgment lets each attorney general use it for legal fees, enforcement or “any other purpose” state law allows. There is nothing to file.
States' verdict ($1.72 per ticket): those damages were sought by the states for their residents. How many tickets count, whether the award survives post-trial motions and appeal, and how any money would reach fans are all undecided.
Heckman class action: this is the case built to pay ticket buyers directly. A federal judge in California certified a class in December 2025, after the Ninth Circuit refused to send the case to Ticketmaster's arbitration program and the Supreme Court declined to hear Live Nation's appeal. There is no settlement and no judgment. Class membership is defined by the court's certification order, and any official notice will name the case.

The jury figure is not a refund program. There is no administrator, no portal and no deadline, and the number of eligible tickets has not even been set. A site asking for your Ticketmaster login or card number to “calculate your share” is phishing.
“Join the $280 million DOJ settlement”
Individuals cannot join it. Under the proposed final judgment the settling states receive their shares and decide how to use them, and the deal still needs court approval. Anyone charging a fee to “register” you is selling nothing.
Arbitration sign-ups sold as a “settlement”
Since two New York fan cases were sent to arbitration in June 2026, ticket buyers are being recruited for individual arbitrations.
